Q1: Go to Administer the server / configuration / Community Services / Anonymous Access and uncheck the box "Anonymous users can participate in meetings or enter virtual places.". Note that this means that anonymous users cannot enter meetings not only places.

Q2. One way to implement this is to watch the online status of the operators using ST Links and enable the link that launches the place chat only when an operator is online. You can use STLinksWatchUser or STLinksWatchGroup (if you defined a group of the operators in the directory). You might also consider creating a persistent place with the ST Community server toolkit. Create a server application with the community server toolkit, that will create the persistent place when the first operator logs in and destroy it when the operator leaves.

Q3. To get information on places use the Places Admin Service of the community server toolkit.

Q4. ST Links does not support sections. It always put users on the stage. ST Links is a light toolkit that does not provide all of the place-based awareness features that are provided with other toolkits such as the ST Java toolkit.
